In
1999, the Roman Catholic Archdiocese of Washington requested permission
to demolish all but the facades of the last remaining intact 19th century
commercial row in downtown Washington and build an 11-story office building
in its place. In addition to retail businesses, the row included artists'
studios in the only remaining affordable studio space in the Downtown
Arts District. DCPL opposed the application. The Mayor's Agent for historic
preservation denied the Archdiocese's application for a demolition permit,
concluding, among other things, that destroying the buildings would
imperil the future of the Downtown Arts District by removing the artists
from their studios. Because the Mayor's agent issued his ruling over
sixty days after the hearing, however, the application was deemed approved,
and the City issued a partial demolition permit. DCPL filed suit opposing
the demolition, and negotiated a settlement with the developers that
calls for preservation. DCPL continues to monitor the progress of this
project and advocate for preservation, restoration, good design and
compatible uses that reinforce the character and enhance the vitality
of the the Downtown.
